Recorder's Association of Nevada

Mr. Mendiola holds a Masters in Business Administration degree from Webster University, St Louis, Missouri and a Bachelor of Science in Business Administration degree (Accounting major) from Chapman University, Irvine, California.  Eugene has over 20 years of auditing experience and holds certifications as a Certified Internal Auditor (CIA) and Certified Business Manager (CBM).  Eugene is also licensed as a life agent and previously held licenses for the Series 6, 26, and 63 for Securities.

Eugene began his career with Clark County in October 2004 as a staff auditor with the Clark County Internal Audit Department and then was hired in the Recorder’s Office as the Recordation Manager in November 2007.  He was appointed as the Assistant County Recorder in October 2009.  Prior to being hired by Clark County, Eugene served 24 years in the United States Marine Corps, retiring in December 2000 at the rank of Major.  

Elected in 2011 and re-elected in 2014, Jen Chapman will fulfill her second term as the Storey County Recorder. As Recorder, she ensures stewardship of the County's public records and is committed to the protection, accessibility, longevity and integrity of local land records throughout the ages. Jen holds a Master’s degree in Information Science, a Graduate Academic Certificate in Digital Content Management, and is currently obtaining her Public Official Certification as well as an Associate’s Degree in Computer Science. Jen is active within her community as a volunteer for local activities and schools, and is currently a member of several organizations including the County Fiscal Officers Association, The National Association of County Recorders, Election Officials and Clerks, Property Records Industry Association, ARMA, and the American Institute for Conservation of Historic and Artistic Works. 

Larry Burtness currently serves as the Washoe County Recorder.  Prior to being appointed County Recorder in 2013, and subsequently elected in 2014, he served as Chief Deputy Recorder for 12 years.  Larry has worked for over 40 years in the property records industry, in the private sector since 1973 and the public sector since 1996.  Larry currently serves as the 1st Vice President for the Recorder’s Association of Nevada and as the President of the  County Fiscal Officers Association.  He is also an active member and serves on the executive board of both the National Association of County Recorders, Election Officials and Clerks (NACRC) and the Property Records Industry Association (PRIA), and is a member of the International Association of Clerks, Recorders, Election Officials and Treasurers (IACREOT).
